Frank Goldsworthy was born and raised in North Vancouver, and trained through Vancouver School Board night classes as an electrician and electrical engineer.
He began working as an apprentice engineer in 1928 with Burrard Dry Dock, eventually becoming electrical superintendent.
He was elected as an alderman to the council of North Vancouver in 1947, and served as mayor from 1948 to 1954, and 1958 to 1960.
The above photo, taken as part of his 1953 re-election campaign and used in an advertising brochure, shows Goldsworthy boarding a helicopter for a flyover tour of the watersheds.
