Texting drivers are 23 times more likely to be in a crash or near-crash than their more focused counterparts, according to the Canadian Automobile Assoication. Is the $167 fine enough, or should we mete out tougher penalties, like forcing texting drivers to spell out acronyms or limiting their tweets to 139 characters #cruelandunusual?
