Rugby-inspired North Van townhouse proposal set for public scrum

The blueprints for a 40-unit townhouse proposal earmarked for Lower Capilano inched closer to bricks and mortar Monday.

District of North Vancouver council voted unanimously to send a Glenaire Drive-Curling Road project to a public hearing set for Oct. 3.

The project consists entirely of three-bedroom townhouses ranging between 1,610 to 1,811 square feet. The units are “affordable when compared to detached single-family homes,” a district staff report noted.

Council discussion on the project was cursory, with Coun. Mathew Bond only noting the application seemed consistent with district guidelines for the area.

The area, bordered by Capilano Road, Marine Drive and Capilano River, is well  supplied with potential developments, including a 164-unit development at Glenaire Drive and Fullerton Avenue and a 37-unit project pitched for Glenaire Drive and Bell Isle Place. Council also approved a 23-unit townhouse complex in the 1900 block of Glenaire Drive Monday.

The district is mulling having a single traffic co-ordinator on-site during construction.

Each development site would provide a $100,000 deposit to pay for enforcement while giving developers a “financial incentive” to ensure the traffic runs smoothly.

Once construction is complete, the Glenaire Drive-Curling Road project is expected to generate 18 vehicle trips in the morning rush hour and 21 in the afternoon, a net increase of 15.

The project’s row-house architectural style is inspired by the nearby Capilano Rugby Club’s English heritage, according to a staff report.

The project’s floor space ratio – which measures a building’s total floor space against its lot – is 1.19. The development would cover six lots “as well as a sliver of unopened municipal lane,” the staff report noted.

If the project is approved, Cressey Development Group would pay the district $626,827, some of which would be directed to boulevard improvements and public art.
